Wide regeneration context

The Harlow Quarter site is brownfield land located within Harlow town centre. It is bounded by Kitson Way and Joseph Rank House to the west, East Gate and the former Odeon theatre to the north, Broad Walk to the east and the Harvey Centre (including a secondary pedestrian entrance) to the south.


The Site forms the main part of a wider re-development plot within Harlow town centre, targeted for mixed-use regeneration. 


Prior to Strawberry Star’s purchase of the site a previous planning consent was secured for its redevelopment by the former site owner in August 2018 (HW/FUL/17/00097). This application consented for the demolition of the existing buildings and comprehensive redevelopment of the site to provide a mixed-use development, comprising 447 residential units, circa 4,000sqm of flexible retail floorspace, communal amenity space, a new pedestrian boulevard, car parking, cycle parking, with associated hard and soft landscaping, revised access and servicing arrangements.


With the new application, Strawberry Star Group's proposals include a range of significant enhancements to the previously approved plans, that crucially will ensure the development is deliverable and that it supports the wider ambitions for regeneration across this central part of the town centre.

Phase one redevelopment consent secured

Strawberry Star have already secured a new planning consent for part of the site adjacent to the Harvey Centre and West Gate, known as ‘block D’. The new consent, granted by Harlow District Council in 2019, ensures a more efficient use of the site than previously approved with more homes, greater use of the site footprint, and better internal lay outs for apartments.


The height of the block D building will also step up from west to east, with the tallest building closest to the town centre (rather than the other way around as in the previously approved plans), an objective echoed through the new plans for the wider site.


The impact of COVID-19 has unavoidably delayed the start of works. However, we now expect to begin the construction on site in Spring 2022, with a completion date of Spring 2024.
