Planning background to the regeneration of the site

Prior to Strawberry Star’s purchase of the site a previous planning consent was secured for its redevelopment by the former site owner in 2018.


Strawberry Star’s proposals include a range of significant enhancements to the previously approved plans, that crucially will ensure the development is deliverable and the regeneration of this central part of the town centre can be a reality.


The enhancements include:

  

  1. Previously consented masterplan.
  2. The new east-west boulevard is realigned closer to Market Square for better pedestrian connectivity.
  3. The updated residential layouts increase the size of the residential courtyards and provide dedicated resident roof top amenity.
  4. The residential parking is relocated  in a dedicated building to the edge of the site to improve the pedestrian experience.
  5. The lower building heights respond the local context.
  6. Taller buildings are relocated adjacent to the Harvey Centre and away from key views from Market Square and Broad Walk.

Phase one redevelopment consent secured

Strawberry Star have already secured a new planning consent for part of the site adjacent to the Harvey Centre and West Gate, known as ‘block D’. The new consent, granted by Harlow District Council in 2019, ensures a more efficient use of the site than previously approved with more homes, greater use of the site footprint, and better internal lay outs for apartments.


The height of the block D building will also step up from west to east, with the tallest building closest to the town centre (rather than the other way around as in the previously approved plans), an objective echoed through the new plans for the wider site.
